Just starting out. Running Mac OS X Big Sur. Dowloaded/installed Arduino yesterday with no problems. Searching for “Blinks” in the Boards Manager returns nothing even after a 5 minute wait.
Working from Africa via VPN. Is this an IP issue?

Did you add the specific additional board manager url as per setup instructions?
I did but it didn’t stick. Added again and voila!
